Tablature consists of numbers that are placed upon lines. Each line represents a string on the guitar, so the topmost string will relate to the bottom line and the bottom string will relate to the top line in tablature. The order is inverted in tablature because it is using the top line, which your eyes will naturally see first, to represent the string which your fingers will meet first.
If you can count, you can read and use tab to play the guitar. This is because each fret is numbered in tab. When you see a number on a specific line, all you have to do is move your finger to that fret on the appropriate string. This is much easier than translating odd looking symbols into a location on the neck of the guitar.
Tab can also be used to show you how to play chords. Chords are played when you see several numbers within a vertical section of the tab. This means that you will play all of those notes at the same time.
